Because of TSI’s diverse ability to adapt and quickly provide support and problem resolution, the company will be the primary point for Program Management, Job Tracking, Quality Control, Cost Control and  Risk Management for all selected tasks specified within the Seaport-e FY10 solicitation.  The selected tasks within the solicitation cover a large range of requirements that will require unique skills, experience and expertise; Team TSI is highly qualified and capable of meeting or exceeding those requirements.

Our subcontractor relationships have proven to be a Win-Win scenario for our customers and TSI as a company from a performance and cost perspective. We have developed a strong Prime/Subcontracting support structure with unsurpassed capabilities.  After conducting a thorough review of our customer’s requirements, we select the best qualified subcontractors to participate on our team. In addition, as a small business we look for other small qualified businesses to participate on our team; providing the opportunity for small business growth and development.  Our teaming relationships with our large businesses partners, gives us the ability to take on major efforts when necessary.  With the use of our team selection and collaborating processes, we have established support areas with overlapping capabilities.  This process has proven to be invaluable when providing seamless services and support to our customers. Quality Assurance

Telesis Systems, Inc. was instrumental in standing up the Oversight and Management Organization, The Residual Organization (RO) for the Department of Energy, Office of the CIO in accordance (OMB Circular A-76) Performance Based Contracting.  We developed and implemented the Quality Assurance Surveillance Plan (Plan).  TSI developed polices and guidance for the effective operation and function of the Most Efficient Organization (MEO) and the (RO).  We reviewed the CIO’s existing QASP which was a single binder consisting of 24 pages. At the completion of the review, we conducted a thorough validation and revision of all CIO surveillance standards.  All performance criteria were base on realistic standards, from the manufacture, industry best practices, and known historical performance data. The CIO was provided 42 Volumes of Surveillance Performance Standards with detailed inspection criteria.

In addition, we provided training to all Task Monitors (TM) on how to conduct an effective QA Surveillance Inspections with the appropriate inspection periods and how to respond to deficiencies.

We are experts on Performance Based Contracting methods under OMB Circular A76.  We are prepared to lend our experience and knowledge to the Seaport-e environment.  We can drastically reduce your implementation time and help avoid issue with implementation.  We can formulate your RO and MEO infrastructures and assist with identify the appropriate resource, assign roles and responsibilities, help setup supporting document repositories, develop your reporting process and provide additional knowledge base resources as required.
